SYSTEM

Swiss tournament, 9 rounds, participation restricted to players with Fide rating up to 2250. Pairing will be calculated with the computer program Swiss-Manager.
Tournament will be valid for international and Bulgarian rating.

TIME CONTROL

Every player will have 90 minutes + 30 seconds increment time. Digital clocks DGT 2010 will be used.

PARTICIPANTS

The Festival is open only to players with international rating up to 2250 on August 21, 2011. Titled players can participate in the tournament as long as their international rating is up to 2250 on August 21, 2011. Players, which international rating exceeded 2350 in the period 2008-2011 are not allowed to play in the tournament.

PARTICIPATION FEE

25 euro for children under 14, seniors over 60 and members of Chess Club "Naiden Voinov"
35 euro for everybody else.
Players taking the 7nights accommodation package don't pay participation fees.

PRIZE FUND

RANKING

In case of identical final scores prizes will not be shared.
Tiebreaks:
1. Buchholz Median
2. Buchholz
3. Number of victories
4. Progress
5. Performance
Every player may receive only one prize - the higher one.

DEFAULT TIME

Players arriving 30 minutes or more after the start of a session shall lose, unless the Arbiter decides otherwise.

SHORT DRAWS

Draws by mutual agreement in under 30 moves are not allowed. There must be no pre-arranged or tacit agreements to draw games of any length, by repetition or otherwise. Genuine draws by repetition or stalemate are acceptable. Penalties may involve loss of prize money.

DISCIPLINE

All mobile phones must be in switch off mode in the playing hall. Penalty is loss of the game.
Flashes may be used only in first 10 minutes of the games.
Smoking is absolutely forbidden in the playing hall.

An appeal against a decision of the Chief Arbiter can be submitted in writing not later than 30 min. after the end of the round. The appeals should be accompanied with a deposit fee of 50 BGN.
